Subject: MGT - Participant classification

Question: How are participants in a communications reserve
program, such as RACES, classified; and if so, why?

Response: In its communications reserve program plan, such as the
RACES plan, a jurisdiction identifies the program participants
based on their level of activity and screening required.

Typically a Level 1 participant is one that is screened by a
local law enforcement agency before acceptance into the program
(i.e., there is  a record check as a minimum).

Level 1 participants are active, trained and involved, typically
putting in from 2-20 hours a week in service. Level 2 is a person
who is not screened and is NOT a regular participant, but signed
on for a particular incident. They are normally not screened as
their access to facilities is usually very limited. As temporary
responders, level 2, if utilized at all, are listed on a incident
roster, rather than the normal roster. To put it differently, the
Level 1 is that which can be relied upon, while Level 2 is for a
possible, or past use. Sometimes people start out on one level
and find it appropriate to change to  the other one as their
time, experience and interests vary.
